The article seeks to establish the legislative context in which there were four Colombian films of the eighties decade. Factors related to the aesthetic ante as well as the intentional communication of the directors and unprecedented increase of national films due to the creation of FOCINE, challenged historically the public entity by the bureaucratic operation that characterized their funding processes.
